On December 9 2024, the representatives of the National Agency for Energy Regulation (ANRE) attended a Technical Training on the Energy Regulator’s Role in Market Coupling. The training was organized by the National Association of Regulatory Utility Commissioners (NARUC) in partnership with the United States Agency for International Development (USAID).
The director of ANRE, Alexandru Ursu has expressed its gratitude to NARUC and USAID for the technical assistance provided over the years, pointing out that this partnership brought many benefits for ANRE and an added value for each regulated energy sector.
The overall objective of this assistance is to support the development of competitive and transparent energy market and its integration with the rest of European energy markets, by optimizing electricity interconnection capacities and close cooperation between transmission system operators and operators of organized energy markets. The benefits of market coupling include a correct price formation based on the concept of marginal energy cost, the reduction of investment costs in generation infrastructure, the valorization of the cheapest energy sources, increasing the flexibility of the energy system and a better transition towards sustainable development and clean energy.
This technical training provides useful information about the role of the regulatory authority in market coupling projects, including a new procedural and regulatory framework that needs to be transposed together with the Capacity Allocation and Congestion Management (CACM) Regulation – known collectively as Terms and Conditions or Methodologies (TCMs). During the training session NARUC experts provided details about the procedure for the development, consultation, approval and implementation of TCMs.
At the end of the training, the parties discussed about the progress made by the Republic of Moldova to accelerate market coupling, highlighting the next steps and further needs for technical assistance.
