ANRE and URSO of Slovakia have signed the Memorandum of Understanding in energy regulation





On Monday, December 8, 2025, the director general of the National Agency for Energy Regulation (ANRE), Alexei Taran, had an official meeting with His Excellency Pavol Ivan, Ambassador Extraordinary and Plenipotentiary of the Republic of Slovakia to the Republic of Moldova.

 

The meeting took place within a protocol framework and marked an important moment in the consolidation of bilateral relations with regards to energy regulation between the two countries.

 

During the meeting, the Ambassador Pavol Ivan handed to ANRE the two copies of the Memorandum of Understanding, signed by the Regulatory Office for Network Industries of the Slovak Republic (ÚRSO). The document represents a strategic instrument of institutional cooperation and reflects the commitment of both parties to develop and strengthen collaboration in energy regulation.

 

The Memorandum establishes the basis for a broad relationship between the two regulatory agencies, with the main objectives of establishing and developing a direct dialogue on bilateral and regional regulatory issues, exchanging information and experience related to the regulation of electricity and natural gas markets, district heating, water supply and sewerage services, as well as, exchanging experience in drafting and implementing regulatory reforms in accordance with best international practices.

 

The cooperation between institutions includes: facilitating the implementation of energy market reforms and energy market liberalization, protecting consumers against abusive commercial practices or unfair trading practices, developing fair market rules for greater competition in the energy sector, exchanging information on network industries, applying regulatory practices, sharing institutional experiences in drafting and implementing secondary legislation, promoting regulatory practices that support foreign investment, developing cross-border cooperation to enhance energy transactions, and providing regulatory expertise.

 

The signing of the Memorandum follows the meeting between URSO and ANRE in Chisinau in September of 2025, during which both sides have identified and set the main priorities for collaboration.

 

The collaboration with URSO represents an important step in strengthening the institutional capacities of ANRE and implementing European regulatory standards in the energy sector of the Republic of Moldova.
