On March 16, 2021, universal service providers, last resort providers and electricity transmission and distribution system operators have finalized the tenders for electricity procurement starting April 1, 2021.
The electricity procurement procedures are carried out in strict accordance with the provisions of the Electricity Market Rules, approved by the National Agency for Energy Regulation (ANRE) on August 7, 2020. The Electricity Market Rules were drafted in collaboration with the Energy Community Secretariat and are in line with best international practices. The application of these rules and procedures are essential for the implementation of the Third Energy Package.
This procedure sets new requirements, that are meant to increase the level of competition on the wholesale electricity market, by establishing a continuous process of qualification of potential bidders and diversifying the traded products (quantity wise and time-wise).
All operators have launched their tender procedures at the beginning of February this year, by publishing their notifications/announcements, launching the qualification process as pre-qualified suppliers and publishing their task book on electricity procurement.
According to the task books published by the licensees, the procedures of placing the offers took place on March 16, 2021.
Although the lists of pre-qualified suppliers included - 3 to 5 potential sellers (that would deliver electricity to power companies in the Republic of Moldova) at the stage of placing the offers, the three licensees, S.A. RED Nord, S.A. FEE-Nord and I.S. Moldelectrica have registered just one offer. While Î.C.S. Premier Energy SRL and Î.C.S. Premier Energy Distribution received two offers each.
The minimum criteria to validate the tender at this stage is - 3 offers.
Therefore, all licensees have decided to cancel the tender and organize new tenders for the same products. The offers are requested to be placed until March 22, 2021.
ANRE along with the Energy Community Secretariat and other interested parties, continues to monitor the electricity procurement process and is ready to intervene in case there is a threat to the security of electricity supply.
