The first meeting regarding the support in the development of rules/procedures and framework contracts for procurement of electricity in the Republic of Moldova was held on September 9, 2019, in Chișinău. The event was attended by representatives of the National Agency for Energy Regulation (ANRE), representatives of the Energy Community Secretariat, EU4Energy Project experts, representatives of state institutions, license holders from the electricity sector and other interested parties.
The main topics discussed referred to the current situation of the electricity market development, the procedures of electricity procurement applied by the market participants, the methodology and activities that are included in the action plan of drafting the project mentioned above.
During the opening speech Mr. Octavian Calmac, Director of ANRE, mentioned that the technical assistance provided by the experts of the EU4Energy project in drafting the rules and procedures for the energy procurement during the transition period, as well as, the framework contracts for procurement of electricity in the Republic of Moldova, will improve the operational mechanisms and increase the level of transparency on the electricity market in the Republic of Moldova.
The participants stressed also that a transparent and open dialogue with the license holders in the electricity sector and other stakeholders will allow the development of a regulatory framework that is adapted to the realities of the electricity sector and to the requirements of the legislation.
Lastly, the participants decided to create a working group from the representatives of all the meeting attendees who will contribute to the development and the implementation of this project, taking into account the best practices of European Union countries and the Energy Community. An electricity market that is line with the European target model would ensure the efficiency of the electricity sector - by obtaining the prices based on clear market mechanisms and predictability offered to investors.
The EU4Energy Governance project is a technical assistance project funded by the European Union, within the framework of the EU4Energy initiative. The project targets the political decision-makers, who work in the energy sector of the Eastern Partnership countries, contributing to the consolidation of legislative and regulatory frameworks, as well as, identifying investment opportunities in energy infrastructure projects. The duration of the EU4Energy Governance project is four years (June 2016 to June 2020).
