ANRE and the World Bank discussed online about the development of Moldovan district heating sector





On December 14, 2020, the Director of ANRE, Octavian Calmâc, participated at an online meeting with the representatives of World Bank on various subjects related to the energy market.

 

The participants discussed about the latest regulations related to district heating and electricity market, the implementation of the Third Energy Package, tariff policy, as well as, the progress in implementing the infrastructure investment projects that are financed by the World Bank (the construction of the Chișinău-Vulcănești electricity interconnection, the back-to-back station and the Iasi-Chisinau gas pipeline).

 

The Director of ANRE, Octavian Calmâc noted that ANRE has achieved most of its international commitments in 2020, by approving the necessary regulations that are based on best international practices and recommendations from the Energy Community Secretariat. One of the most important regulation approved by ANRE is the Electricity Market Rules, which provides the necessary grounds for the development of a competitive, transparent and barrier-free internal electricity market. The Director of ANRE added that ANRE has reduced the prices by 10% for electricity and 12.2% for natural gas for households in 2020.

 

The participants also discussed the ongoing implementation of the legislation on the use of energy from renewables. In 2020 ANRE has approved the tariffs and ceiling prices for electricity produced from renewable sources and confirmed the status of eligible producer for applicants (20 MW for wind installations, 15 MW for photovoltaic parks and 1 MW for installations of biomass). As soon as the Government will approve the quotas for 2021-2025, ANRE will resume the process of granting the status of eligible producer.

 

The World Bank team has informed the participants on the progress of the project of modernization of S.A. Termoelectrica and its plan to expand the electricity and heat generation capacity. The World Bank team was interested to find out more about the procedures of S.A. Termoelectrica heat tariffs revision by ANRE. These tariffs are normally approved by ANRE after the examination and the approval of the basic costs, the investment plan for 2021 and the purchase price for natural gas.

 

In the coming years the World Bank will implement the development plan for district heating system in Chisinau, the electricity interconnection of the Republic of Moldova with the European ENTSO-E system, as well as, the construction of the back-to-back station in Vulcănești.

 

Both sides agreed to continue the dialogue and cooperation in order to achieve the proposed objectives.
