The ongoing dialogue on inter-TSO arrangements for cross-border scheduling between Moldova and Ukraine





On October 29th, 2019, the second EU4Energy Governance Workshop on Development of inter-TSO arrangements for cross-border scheduling, matching and settlement of deviations between Ukrenergo and Moldelectrica, took place in Kiev, Ukraine.

 

The workshop focused on the key mechanisms on managing the unintended deviations and flows between the two power systems in the future and potential solutions for current challenges.

 

The National Agency for Energy Regulation (ANRE) was represented by a team of ANRE specialists led by Mr. Stefan CREANGĂ, Director of ANRE. Mr. Stefan CREANGĂ, noted that it is necessary to identify the best solutions for the transmission system operators (TSOs) on both sides, taking into account the existing technical capabilities, the implementation period, the legality side of the current solutions, the impact on the tariffs and, last but not least, the compatibility of the proposed solutions with the mechanisms used on the European energy market. And that ANRE will assist the TSO’s efforts by drafting the necessary regulations.

 

The representatives of national regulatory authorities and TSOs of Moldova and Ukraine have examined possible scenarios, and will propose feasible solutions in line with current practices in EU Member States.

 

Also, during the workshop the experts from BLUBERRIES presented a new methodology of the European Network of Transmission System Operators for Electricity (ENTSO-E) for mainland Europe on common settlement rules for all unintended energy deviations.
