The Administration Council of the National Agency for Energy Regulation of the Republic of Moldova (ANRE) has issued on August 23 2024 the final decision regarding the certification of the transmission system operator (TSO) Vestmoldtransgaz, in accordance with the model of Independent System Operator.
Today’s decision marks the end of a long process undertaken by the Republic of Moldova to ensure the independence of its natural gas transmission infrastructure, in line with the EU Directive on common rules for the internal natural gas market.
Throughout the certification/unbundling process, which lasted nearly 5 years, ANRE, as well as all the stakeholders, were assisted by the Energy Community Secretariat and its experts which offered the technical, informational and logistical support.
The final stage of the certification process was reached only after removing the entire natural gas transportation system from the effective control of GAZPROM, and transferring the system to the operation of the TSO Vestmoldtransgaz, owned by TRANSGAZ, the National Gas Transmission Company of Romania.
During the certification procedure, the Agency found the full independence of SRL "Vestmoldtransgaz" from the direct or indirect control of persons who would simultaneously control the production or the supply of natural gas.
ANRE has also verified and analyzed the capacity of the TSO Vestmoldtransgaz to manage the operational activity of natural gas transportation throughout the territory of the Republic of Moldova by having the necessary financial, technical, physical and human resources to fulfill the tasks and obligations established by the Energy Community and national legislation.
Today's decision marks the completion of the certification process of the TSOs in the electricity and natural gas sectors. Thus, Republic of Moldova aligns itself with the requirements of integration into the European Union's energy market, which offers the country new opportunities for cross-border trade, competitive prices, security of supply and a sustainable development of the entire energy sector.
