New regulations on the use of energy from renewable sources





  The Administration Council of the National Agency for Energy Regulation (ANRE) has approved three draft resolutions, during the public hearings on July 5, 2019.

ANRE has drafted and approved the mandatory clauses of the Contract on purchasing of electricity produced from renewable sources. The regulation through the Contract is necessary to ensure the predictability of contractual obligations, while transposing and implementing the guarantees offered by law to the eligible producer.

The Contract on purchasing of electricity produced from renewable sources shall regulate in a transparent and explicit manner the legal and commercial relations between the central electricity supplier nominated by the Government and the producer of electricity from renewable sources to which the status of eligible producer was offered as a result of the auction conducted according to the Regulation on conducting the auctions for offering the status of eligible producer, approved by the Government or the confirmation procedure specified in the Regulation on confirmation of the status of eligible producer, approved today by the Administration Council of ANRE.
 

The Draft of the Regulation on confirmation of the status of eligible producer, provides the following:

  • sets the requirements on granting status of eligible producer;
  • sets the procedure of confirmation of the status of eligible producer;
  • defines the responsibilities of the parties involved in the process of confirmation the status of eligible producer;
  • sets the responsibilities and obligations of the eligible producers.

The approval and implementation of the Regulation will ensure the compliance with and the enforcement of the provisions of Law No. 10/2016 on promotion of the use of energy from renewable sources, and will create the necessary regulatory framework to confirm the status of eligible producer in the context of implementation of the supporting scheme on confirmation the status of eligible producer to small producers, that is set in the above mentioned law.
The Department for tariffs and economic analysis of ANRE has presented for examination the materials on expenses that are part of the basic cost related to the thermal energy supply tariff presented by Î.M. „The thermal networks and heat plants of Comrat” taking into consideration only the motivated requests of the licensee, based on the principle of covering the minimum consumption and expenses necessary for the normal conduct of the regulated activity, and efficient use of the production capacities. The value of the basic costs calculated by the Department was approved by the Administration Council of ANRE.
