On July 23 2019, ANRE has organized the first meeting on the separation plan of the transmission system operator (TSO) S.R.L "Moldovatransgaz." The event was attended by representatives of the state institutions and natural gas sector companies involved, as well as, the officials from the Energy Community Secretariat.
According to the Law on Natural Gas no. 108 and the European Union's Third Energy Package every TSO must be certified by the National Regulatory Authority in accordance with one of the separation models provided by the Directive 2009/73/EC concerning common rules for the internal market in natural gas. The law mentioned above stipulates that the separation procedure must be completed by the end of 2019. Therefore, S.R.L "Moldovatransgaz" has to present one clear model of separation according to the legislation, as well as a detailed action plan for its implementation. ANRE representatives mentioned that the plan should be well defined, realistic, unconditional and it should not include issues that are not within the competence of the TSO.
During a very constructive dialogue with the management of the gas companies, the officials of the Energy Community Secretariat stressed that in the process of separation of a TSO it is necessary to comply with the principles of transparency, clarity and information. In this regard, the officials have assured the participants of their support and working further as part of the specialized working group that would identify the right solutions, set reasonable deadlines and most importantly comply with legal provisions.
