On November 24, 2020, the National Agency for Energy Regulation (ANRE) held a public meeting online on the new amendments to the Natural Gas Networks Code.
Following the online discussions and debates, the Administration Council of ANRE has approved the amendments of the Code of Natural Gas Networks (Decision no. 420/2019).
The amendments made to the Natural Gas Networks Code will ensure the transposition of the EU Regulation no. 312/2014 into national legislation. This will contribute to the integration of the Moldovan natural gas market into the European energy market.
The document sets out a series of measures for the transmission system operators (TSOs) in order to: ensure a balanced natural gas system, motivate (financially) the system users to cover the imbalances and set trading platforms to facilitate a transparent trade between system users and TSOs.
In order to implement the provisions of the Law no. 108/2016, ANRE has drafted and approved the new draft Methodology for calculating, approving and applying the regulated tariffs for the natural gas distribution service.
According to the draft Methodology, the tariffs for the natural gas distribution service are determined according to gas pressure level in the distribution networks. The tariff adjustments during the year will be possible only if there are reasonable motives (that cannot be managed by the distribution system operators) that justify such an adjustment and which lead to a deviation of more than 5% from the annual distribution cost set by the tariff. The amendments provide more clarity about the procedure of including basic costs in the regulated tariffs.
The amendments will also ensure an efficient operation of natural gas distribution networks as well as the financial viability of natural gas distribution system operators DSOs by setting tariffs for natural gas distribution service based on necessary expenses only to carry out the activity, excluding the calculation of all unjustified economic costs and expenses.
ANRE has also approved the Regulation on approving the use/operation of electrical installations, which provides clear rules for users about the process of approving the operation/use of the electrical installations. These rule will allow to arrange/assemble the new and reconstructed electrical installations in a more efficient manner. The Regulation also provides information on how to the corresponding document is issued upon request. The Regulation will help improve the quality of work done by the licensed electricians, reduce the number of dangerous installations and contribute to the long-term operation and development of the electricity sector.
