The National Agency for Energy Regulation (ANRE) participated at the high-level policy talks between the Republic of Moldova and Ukraine, organized by the Energy Community Secretariat.
The discussions focused on the current state of the electricity market, the progress made in harmonizing the primary and secondary legislation according to the Third Energy Package and acquis communautaire, electricity market reforms, implementation of market rules, and other issues related to the electricity market.
The list of participants included the representatives of ANRE, the Ministry of Economy and Infrastructure, the Energy Community Secretariat and transmission operators from the Republic of Moldova and Ukraine.
The Director of ANRE, Octavian Calmac, emphasized the importance of the dialogue and the coordination of efforts by both, Republic of Moldova and Ukraine, in order to ensure the regional and European market integration. Octavian Calmac added that both parties should ensure clear, transparent and non-discriminatory rules for cross-border electricity transactions, in line with the acquis communautaire in the energy sector. An important step forward was the approval of Electricity Market Rules by ANRE in August 2020. The Electricity Market will be soon published in the Official Gazette and will come into force at the beginning of 2021.
The participants of the meeting agreed to continue the dialogue in the same format. ANRE and the experts from the Energy Community Secretariat will provide the transmission system operator Î.S. „Moldelectrica” the necessary assistance to implement the measures set in the Electricity Market Rules approved by ANRE.
The transmission system operators in the Republic of Moldova and Ukraine, will continue to work on their agreements regarding the compensation of technological flows between the two power systems and the joint allocation of cross-border capacity.
The high-level policy in this format follow the policy talks that took place in Lvov in 2018 and Odessa in 2019.
