The National Agency for Energy Regulation (ANRE), has banned license holders from suspending energy supply services or any penalties applied to consumers for non-payment of bills for electricity, heating, natural gas or drinking water, during the state of emergency. Except when the interruption of supply is done to avoid endangering human life or property damages.
During this time the license holders are also entitled to issue monthly invoices based on estimated values, provided that the calculation basis is the average daily consumption recorded during a similar period of time in the previous year. Following the end of the emergency period, the suppliers will recalculate the utility bills according to the actual numbers provided by the measuring devices.
ANRE recommends consumers to pay invoices on-line, to avoid rising debts.
