The members of the Administration Council of the National Agency for Energy Regulation (ANRE) held a working meeting with Artur Lorkowski, the director of the Energy Community Secretariat (ECS).
During the meeting, the participants have addressed several key topics related to energy regulation and strengthening the resilience of the energy sector of the Republic of Moldova given the current geopolitical context.
Artur Lorkowski emphasized the importance of speeding up the transposition and implementation of the Electricity Integration Package in the region, including Republic of Moldova. He underlined the crucial role and the need to nominate the electricity market operator (NEMO) by ANRE, as this will facilitate the electricity market coupling in the region and strengthen the country's security of supply.
The directors of ANRE provided some updates regarding the transposition of the five network codes related to the Electricity Integration Package, the latest developments of the balancing market, the current state and the estimated deadlines to amend the primary and secondary legislation, etc.
The challenges on the natural gas market were also addressed during the meeting, in particular, the security of supply for the both banks of the Dniester river, alternative supply routes, including the Trans-Balkan corridor, and the impact of prices on consumers. The members of the Administration Council of ANRE have also provided detailed information regarding the next steps for the finalization of the certification of the transmission system operator (TSO) S.R.L. "Vestmoldtransgaz", provisionally designated by ANRE as the TSO of natural gas of the Republic of Moldova.
The Director of the ECS reaffirmed the Secretariat’s availability to provide technical assistance to ANRE and emphasized the need for the prompt transposition of the new regulatory framework of the Energy Community acquis.
In the context of the recent legislative proposals regarding the liquidation of ANRE, the director of ECS reiterated that the Energy Community acquis requires from Republic of Moldova to ensure the independence of regulatory authority from other public institutions, especially in view of the launch of EU accession negotiations.
