On the 7th of October, 2019, the National Agency for Energy Regulation (ANRE) organized and chaired the second working session on the unbundling plan for the transmission system operator (TSO) of natural gas S.R.L "Moldovatransgaz". The participants of the working session included the representatives of ANRE, the Secretariat of Energy Community, the Ministry of Economy and Infrastructure, S.A. „Moldovagaz”, S.R.L. „Moldovatransgaz” and S.R.L. Tiraspoltransgaz."
The main subject discussed was the progress made in developing the draft of the Unbundling Plan of the TSO S.R.L "Moldovatransgaz".
S.A. "Moldovagaz" has informed the participants that the draft of the unbundling plan is based on the plan developed and proposed by the Secretariat of the Energy Community, and that it needs to be adjusted to the specifics of the Republic of Moldova. In this context, the representatives of S.A. "Moldovagaz" mentioned the following three issues that should be solved in the coming weeks:
1. The necessity to adjust the primary and secondary legislation;
2. The property rights over the transmission assets of the TSO S.R.L. „Moldovatransgaz” and S.R.L. Tiraspoltransgaz ";
3. The independence of the TSO staff in relation to the parent company and other undertakings created by the parent company.
The representatives of the Secretariat of the Energy Community appreciated the actions taken to draft the Unbundling Plan, but stressed that the necessary measures must be taken to implement the legal provisions, in parallel to developing this draft.
At the end of the working session the participants decided to create a joint working group with experts from all parties involved, which would draft and present by the end of October a coordinated vision of the Plan with prompt actions and deadlines to implement the unbundling plan of the TSO.
