The first Conference in the Regional Approach series: “Energy Partners – Global expertise, local opportunities” organized by energynomics.ro in cooperation with ANRE and other partners from Romania and Moldova, took place in Chisinau on September 25 2019.
The participants at the event included representatives of the energy companies and regulatory authorities from Romania and the Republic of Moldova. During the conference the participants discussed the opportunities on the energy market, strengthening the cooperation between both sides, the transfer of know-how, the exchange of experience and best market practices. The main objective of the event is to improve the efficiency of the energy market mechanisms, increase the quality of services, develop and liberalize the energy markets, that would eventually improve the citizen’s quality of life.
The discussions focused on the issues of interconnection of energy systems, cogeneration, heating-cooling systems, the usage of waste materials to produce energy, automatization, energy efficiency, prosumers, financing the energy projects, etc.
The specialists and interested parties from the energy sector have realized the challenges that are faced by the energy enterprises, regulators and other institutions in the process of development and implementation of the normative acts for the use of renewable energy sources.
Mr. Veaceslav Untila, the General Director of ANRE, mentioned that the regulatory acts were developed based on the new approaches, that would allow the harmonization of the relationship between the final consumers and licensees from the electricity and natural gas sectors: “The expectation and the requirements of the electricity and natural gas final consumers are related to the liberalization of the electricity market, the possibility of choosing the supplier of electricity and natural gas, negotiating the contract terms and prices, improving the quality of services provided, the diversification the electricity and natural gas supply sources, and finally, lower prices for electricity and natural gas.”
Mr. Dumitru Chirița, the President of the Romanian Energy Regulatory Authority, added that: “It is necessary that the good practices are learned and implemented by professionals in the energy industry. At the moment Romania has registered important performances in production of energy from renewables and energy efficiency, and we want the same for the Republic of Moldova. We would like our experience to become the necessary good for the interested parties.”
To accomplish these targets, the licensees are obliged to respect the provisions off the regulatory normative acts. While ANRE, as the regulatory authority, will monitor the activities of the licensees and take the necessary measures if the requirements of the law are not met.
During the conference, the parties exchanged their views and opinions on various subjects, shared their experiences and the results obtained over the years, but also the issues that need to be addressed in order to find the appropriate solutions. While taking on the experience and the good practices from the EU countries and the Energy Community.
As a country member of Energy Community, the Republic of Moldova has engaged into the process of transposing the provisions of the EU Third Energy Package into the national legislation, with further implementation of them.
