Documents required to issue the license

Licences for electricity generation, electricity supply at regulated or non-regulated tariffs are issued to physical entities as individual entrepreneurs or legal entities. Electricity transmission licences and electricity distribution licences are issued to legal entities (Article 16, Law on Electricity Nr. 124 of 23.12.2009)  

I. In order to obtain or extend the licence, the legal or physical entity shall in person submit to ANRE, via a registered letter or email (in electronic form with a digital signature), an Application according to the ANRE pre-set model, signed by the person submitting the application. The Application can be downloaded from the ANRE website www.anre.md.

II. The Application of the licence applicant shall be supported by the following documents:

  1. Copy of the Decision on registration of the legal entity (Article 11, par. (3) of the Law Nr. 220/19.10.2007 on State registration of legal entities and individual entrepreneurs).
  2. Extract from the State Register of Legal Entities (Article 10, Law Nr. 451/30.07.2001).
  3. Statement from Technical supervision and control body on the correctness of the activity in the field of industrial security (Article 8, par. (1) of the Law Nr. 116/18.05.2012).
  4. Positive expert opinion issued by the expert body in the field of industrial security (Article 8, par. (1) of the Law Nr. 116/18.05.2012).
  5. Annual financial report (with Annexes 1, 2, 3, 4, 5 to SNC-5) or the extract of the banc account in case of initiation of business (Article 16 of the Law Nr. 124/23.12.2009).
  6. Documents confirming the existence of technical means (power plant; electrical grid, when appropriate) (Article 16 of the Law Nr. 124/23.12.2009). 
  7. Documents confirming the existence of qualified staff to perform the activity for which licence issuance is requested (Article 16 of the Law Nr. 124/23.12.2009).
  8. Copy of the higher education Diploma in the field of the manager/director (Article 16 of the Law Nr. 124/23.12.2009).    
  9. Copy of the new and old type employment record book of the manager/director (Article 16 of the Law Nr. 124/23.12.2009).
  10. Certificate of no criminal record of the manager/director (Article 16 of the Law Nr. 124/23.12.2009).
  11. Copy of the identity card of the manager/director.

Note:

The aforementioned documents shall be submitted in original or copy. Data from the documents and information submitted is checked via single window procedure.

When applying for the extension of the licence, please submit only the documents requiring update or those containing data, different from the ones presented at the licence issuance.
