Historical background

The National Energy Regulatory Agency (ANRE) is the central public regulatory authority vested with regulatory and monitoring powers in the energy sector (natural gas, electricity, heat energy, renewable energy and petroleum products).

  • August 11 1997 – the Government approved the decision Nr.767 on the establishment of ANRE.
  • 1997-1998 (ANRE establishment years) – approval of ANRE Regulation and adoption of the Law on energy Nr. 1525/19.02.1998, Law on electricity Nr. 137 of 17.09.1998 and Law on natural gas Nr. 136 of 17.09.1998, which created the primary legal framework on energy sectors regulation. According to the special laws, one of the main functions of ANRE was to approve electricity and natural gas tariffs. According to the Regulation approved by the Government, ANRE was also vested with the function to approve heat energy tariffs and, under the coordination of the Government, to approve the tariffs calculation methodology for heat energy, water, sewage and wastewater treatment public services and the methodology on price formation and their application to petroleum products.
  • 1997-2002 – ANRE developed and approved the necessary regulations for issuance of licences, approval of tariffs and monitoring the activity of licence holders in order to establish regulations in the electricity market and ensure the protection of consumer rights.
  • 1998ANRE issued first licences for performing activities in electricity and natural gas markets and approved the first decisions on new tariffs for natural gas, electricity and heat energy.
  • 2000 – ANRE became a full founding member of the Energy Regulators Regional Association (ERRA).
  • 1999-2002 – ANRE approved the tariff calculation and application methodology for electricity and heat energy, tariff calculation, regulation and application methodology for natural gas and tariff calculation and application methodology for petroleum products.
  • 2001 – The Law on petroleum products market transmitted ANRE the function of licencing activities on this market.
  • 2002 ANRE and Iowa Utilities Board (USA) signed a partnership program under the aegis of NARUC and USAID.
  • 2004 – By the amendment to the Law on public utilities, ANRE was given the function of developing the tariffs calculation methodology for heat energy, sewage and wastewater treatment services.
  • 2007 – By the Law on renewable energy, ANRE was authorised to issue licences for the production of electricity and fuel from renewable sources, to elaborate and approve the tariffs calculation methodology for this type of energy.
  • 2008-2009 - ANRE elaborated and approved the Regulation on guarantees of origin for electricity produced from renewable energy sources and biofuel, and tariffs calculation methodology for electricity produced from renewable energy sources and biofuel, technical rules for natural gas distribution networks, Regulation on quality of electricity distribution and supply service, methodology on identification, approval and revision of prices for ancillary services provided by the companies holding licences for natural gas distribution.
  • 2009 By the amendment to the Law on energy, the Government transmitted to the Parliament the rights to appoint the Board of directors of ANRE, to approve the budget and monitor the activity of the Board of directors of ANRE. Following the amendments to the Law on public utility services, ANRE was attributed the function of approving tariffs for the public utility services such as heat energy supply through centralized systems.
  • 2010 – Approval of the Regulation for electricity supply and consumption, Regulation on measuring natural gas for commercial purposes and Methodology of calculation of the natural gas consumption for technological needs and technical losses in distribution networks. In the same year ANRE signed a Cooperation Agreement with the National Bank of Moldova and a Memorandum of Understanding with the National Association of Regulatory Utility Commissioners, USA (NARUC) and the Missouri Public Service Commission on the implementation of a partnership program.
  • 2011 – ANRE approved the Methodology on calculation of tariffs for electricity transmission (new version), the Regulation on the quality of transmission and distribution services of electricity (new version), the Regulation on the quality of natural gas transmission and distribution services and the Regulations on the expansion of natural gas distribution networks and electricity distribution networks. Same year ANRE signed a cooperation agreement with the Customs Service.
  • 2012 – Approval of Methodology for tariff calculation for heat energy supplied to consumers, Methodology for tariff calculation for electricity distribution service, Methodology on calculation of regulated tariffs for supply of electricity to end user and the Regulation on procurement of goods, works and services used in the regulated activity of energy sector companies. ANRE signed a Cooperation Agreement with the Romanian Energy Regulatory Authority and a Cooperation Agreement with the Court of Accounts of the Republic of Moldova.
  • 2013 – Modification of the tariff calculation methodology for electricity transmission services. ANRE signed a Cooperation Agreement with the Estonian Competition Authority. Victor Parlicov, the general director of ANRE, was elected as the Chairman of Energy Regulators Regional Association (ERRA).
